I.-When a psychiatrist from the host establishment proposes to end a psychiatric care measure concerning a person mentioned in II of article L. 3211-12 or proposes, if the person is in full hospitalisation, to modify the form of his care, the director of the establishment will send the medical certificate resulting from this proposal to the Prefect of the department or, in Paris, to the Police Prefect, within twenty-four hours, and then the opinion of the panel referred to in article L. 3211-9 within seven days of this certificate being drawn up, unless the Prefect sets a shorter deadline.
II -In other cases, in particular if the situation of a person mentioned in II of article L. 3211-12 is referred to him by the departmental psychiatric care commission, the prefect of the department or, in Paris, the police prefect, requests the opinion of the college from the director of the host establishment, specifying the time limit within which the opinion is to be sent to him by the director of the establishment. This deadline may not exceed seven days.
III - Within twenty-four hours of receiving the opinion of the College or the expiry of the time limit set for this purpose, the Prefect of the département or, in Paris, the Prefect of the Police shall, if necessary, appoint the two psychiatrists mentioned in article L. 3213-8 and specify the time limit they have, pursuant to article L. 3213-8, from the date of their appointment, to produce their opinion.
