I. - Subject to the provisions of article L. 4021-3-1, for each profession or, where applicable, for each speciality, the national professional councils shall propose :

1° The priority guidelines for continuing professional development provided for in article L. 4021-2 ;

2° The multi-annual continuing professional development pathway defined in Article L. 4021-3;

3° A traceability document enabling each professional to trace the continuing professional development actions carried out as part of their three-year obligation.

II. - The national professional councils :

1° Provide their assistance to the bodies of the Agence nationale du développement professionnel continu (National Agency for Continuing Professional Development) referred to in Article L. 4021-6, in particular in defining the criteria for evaluating the continuing professional development actions proposed by the organisations or structures and in drawing up the plans for annual monitoring of the continuing professional development actions ;

2° Propose, in liaison with the Haut Conseil du développement professionnel continu des professions de santé (High Council for Continuing Professional Development of the Health Professions) provided for in Article R. 4021-11, any adaptations they consider useful to the continuing professional development methods defined by the Haute Autorité de santé (French National Authority for Health);

3° Monitor initiatives in the field and the needs of professionals and communicate to the Minister for Health and the National Agency for Continuing Professional Development any information or proposals that they deem useful for assessing the interest and relevance of the proposed actions and promoting the collective nature of continuing professional development, both in the outpatient sector and in health institutions.

III. - The opinion of the national professional councils may be sought :

1° By the Minister for Health, the Agence nationale du développement professionnel continu (National Agency for Continuing Professional Development) and the Haut Conseil du développement professionnel continu des professions de santé (High Council for Continuing Professional Development of the Health Professions), on any changes to continuing professional development and the assessment of its impact on professional practices ;

2° By the professional bodies, the regional health agencies and the employers with whom the professionals provide evidence of their commitment to continuing professional development.

IV. - By virtue of its expertise in the areas mentioned in the previous paragraphs, a national professional council or an umbrella organisation may enter into an agreement with the national council of an order, in particular as part of its task of monitoring the obligation for continuing professional development.
