The Territorial Conference on Health and Autonomy comprises seven colleges whose members have the right to vote:

1° College of representatives of local authorities:

a) Two representatives of the territorial authority of Saint-Pierre-et-Miquelon, appointed by the territorial council;

b) One representative of the municipality of Saint-Pierre, appointed by the municipal council;

c) One representative of the municipality of Miquelon-Langlade, appointed by the municipal council;

2° College of representatives of users of health or medico-social services:

a) Two representatives of associations of users of the healthcare system, appointed by the Prefect;

b) One representative of associations of retired and elderly people, appointed by the Prefect;

c) One representative of associations of disabled people, appointed by the Prefect.

3° College of social partners:

a) One representative from each of the representative employee trade union organisations present in Saint-Pierre-et-Miquelon, appointed by them on the recommendation of their territorial bodies;

b) One representative from each of the representative professional employers' organisations present in Saint-Pierre-et-Miquelon, appointed by them on the recommendation of their territorial bodies;

c) A representative of the trade unions representing craftspeople, shopkeepers and the self-employed in Saint-Pierre-et-Miquelon, appointed by the Prefect on the recommendation of the Chamber of Agriculture, Commerce, Industry and Trades;

d) A representative of agricultural businesses and farms appointed by the Prefect.

4° Collège des acteurs de la cohésion et de la protection sociale:

a) A representative of the social welfare fund, appointed by its director;

b) A representative of the Etablissement national des invalides de la marine, appointed by the head of the maritime affairs department;

c) A representative of the mutual insurance organisations present in Saint-Pierre-et-Miquelon, appointed by the Prefect.

5° Collège des acteurs de la prévention et de l'éducation pour la santé :

a) A representative of the school health services, appointed by the head of the national education department;

b) A representative of the occupational health services, appointed by the Prefect on the recommendation of the president of the occupational medicine association;

c) A representative of the maternal and child health protection and promotion services, appointed by the president of the territorial council;

d) A representative of organisations working in the field of prevention, health promotion or health education, appointed by the Prefect.

6° College of health service providers:

a) The director of the Saint-Pierre-et-Miquelon public health establishment and the chairman of the establishment's medical commission;

b) The director of the health centre;

c) A representative of the territorial delegation of the Red Cross, appointed by its chairman;

d) A representative of legal entities managing institutions for the elderly, appointed by the Prefect;

e) A representative of legal entities managing institutions for the disabled, appointed by the Prefect;

f) A representative of the territorial delegation of the Saint-Pierre-et-Miquelon Medical Association.

7° College of qualified personalities, comprising two people appointed by the Prefect.
