The Directorate General for Healthcare Supply is involved in drawing up and implementing the healthcare policy defined in article

L. 1411-1

. It is responsible for developing, steering and evaluating healthcare provision policy in line with the objectives and priorities of health policy.

To this end, in liaison with the other directorates and departments concerned in the Ministry and other ministerial departments, the health insurance funds and the public and private organisations involved in the provision of healthcare:

1° It ensures that the dignity and rights of healthcare users are respected.

2° It is responsible for regulating the supply of healthcare, particularly healthcare establishments. To this end, it ensures equal access to care as well as the quality and safety of care, taking care to reduce territorial inequalities. It is responsible for all matters relating to the determination and use of the resources required for the provision of healthcare, particularly in terms of human resources, financial regulation and territorial organisation.

3° It contributes to the implementation of public health plans that affect healthcare provision.

4° It defines and assesses policies relating to access to primary care, the ongoing care of patients and the adaptation of care pathways, particularly those for the chronically ill, and ensures the coherence of care provision policies developed in the health and medico-social fields.

5° It is responsible for regulations relating to pharmacies and medical biology laboratories and ensures that they are applied.

6° It is responsible for organising healthcare provision for detainees and prisoners.

7° It is responsible for issues relating to professional ethics, rules of organisation and practice and the demography of the healthcare professions. It organises and leads social dialogue with healthcare professionals and defines the terms and conditions of their representation. It determines the conditions of practice and training requirements of the medical and paramedical professions, in liaison with the ministries responsible for higher education and research, as well as the use of titles within the remit of the Ministry of Health.

8° It guides and leads the human resources policies of public health establishments and social and medico-social establishments, in conjunction with the Directorate General for Social Cohesion in the case of the latter, including with regard to the prevention of professional risks. It draws up the rules relating to the hospital civil service, hospital practitioners and university hospital staff as regards their hospital duties, and ensures that they are applied.

9° It designs, implements and monitors the rules governing the pricing and financial regulation of public and private health establishments. It is consulted on the conditions for remunerating healthcare structures and professionals practising outside healthcare establishments.

10° It is responsible for steering the performance of healthcare providers, whether they work in private practice or in healthcare structures, on a self-employed or salaried basis, or in establishments. It helps to draw up, monitor and evaluate the rules and procedures guaranteeing the quality and safety of care and its medico-economic efficiency. It promotes the development of cooperation and pooling between healthcare providers. It draws up the organisational and operational measures applicable to the healthcare activities of health establishments. It draws up rules relating to the general organisation and management of public health establishments.

11° It ensures that the information needs of all those involved in healthcare provision are expressed and that standards and rules for the management of medical and medico-economic information are defined, as well as developing the efficient use of information systems by healthcare professionals and institutions.

12° It defines the organisational principles for guaranteeing a high level of care and research activities associated with university training activities, in conjunction with the ministries responsible for higher education and research.

13° It contributes to the definition of research priorities, particularly in the clinical field, and oversees the conduct of forward-looking studies on healthcare provision. It promotes and guides the development and dissemination of innovative healthcare processes and products.

14° It supervises national public establishments and national organisations operating in the field of healthcare provision.

15° It participates in defining the French position within European and international bodies on issues relating to healthcare provision, particularly with regard to the quality and safety of care, and those concerning healthcare professionals.
